The South Carolina Tobacco Collaborative (SCTC) counts on the grassroots work of community based organizations to further its mission of reducing the toll of tobacco use in our state. We provide Community Partnership Grants to help communities:
- eliminate nonsmoker's exposure to second hand smoke
- and/or provide assistance to those who wish to quit smoking
Note, SCTC did not offer grants in the area of Youth Smoking Prevention in the 2009-2010 grant cycle.
SCTC offers grants of up to $8,000.00 to local organizations and coalitions who have or wish to develop programs and activites designed to achieve one or more of these goals. All projects must be for localized, community-based efforts, and will deliver some measure of the State of South Carolina's Five Year Plan for reducing the toll of tobacco in the state. The Collaborative also works to use these grants to foster collaboration among organizations across the state.
Who Can Apply?
Local community-based organizations, coalitions and groups who support the mission of the South Carolina Tobacco Collaborative. Examples include, but are not limited to, youth groups, schools, civic associations, service clubs, faith based organizations, parent groups, neighborhood associations, and local community coalitions.
Grant Application Schedule

Funding Guidelines Summary
The Community Partnership Grant program invests in projects that address the following goals, as outlined in “Addressing the Toll of Tobacco: Five Year State Plan” for the state of South Carolina (http://www.sctobacco.org/about/stateplan.aspx):
GOAL AREA 1 – Prevent Initiation of Tobacco Use (Not Available in fiscal year 2009-2010)
GOAL AREA 2 – Eliminate Exposure to Secondhand Smoke
GOAL AREA 3 – Promote Quitting Among All Tobacco Users
Examples of activities that could be approved include (but are not limited to):
Goal Area 2: Eliminate Exposure to Secondhand Smoke
- Use media to promote dangers of secondhand smoke
- Recruit and engage community support for smoke free campaigns
- Meet with policy-makers to promote model workplace policies
- Educate families and faith communities about smoke-free homes and vehicles
- Distribute prenatal booklets through healthcare providers
Goal Area 3: Promote Quitting Among All Tobacco Users
- Use media to promote the SC Tobacco Quitline
- Partner with community groups to educate populations about the availability of local cessation programs and statewide SC Tobacco Quitline
- Advocate for the adoption of the US Public Health Service Clinical Practice Guidelines Treating Tobacco Use and Dependence: 2008 Update

A: No.
Q: May grant funds be used for a stipend or honorarium?
A: Yes. A small stipend or honorarium is an acceptable use of grant funds.
Q: What is meant by 'supplanting' of funds?
A: Receiving money from two sources for the same activity. Example: You request mileage reimbursement for travel to attend smoke free trainings, while already receiving mileage reimbursement for this activity through another grant.
Q: How many budget worksheets do I need to complete?
A: Please complete one budget worksheet per goal area (maximum two), along with one budget summary worksheet.
Q: How many budget narratives do I need to complete?
A: Please complete one budget narrative (1-2 pages).
